Description of problem:
When starting the appliance console, the following warnings appear

Verified in 5.11.2.0.20200113212029_18edbd8

How reproducible:
100%

Steps to Reproduce:
1. SSH to the appliance and run "ap"

Actual results:
manageiq-appliance_console-5.3.0/bin/appliance_console:22: warning: already initialized constant SCAP_RULES_DIR
manageiq-appliance_console-5.3.0/lib/manageiq/appliance_console/cli.rb:12: warning: previous definition of SCAP_RULES_DIR was here

Expected results:
No warnings
