Description of problem:
While reviewing a failed job, I noticed that the new plugin 30_dmesg_clear was
committed without execute permission.  I retested with this permission and everything runs fine.  It would be best; however, to make the file
permission correct.

0.1.43

How reproducible:
Not seeing any adverse behavior without execute permission though I may be missing something.  Frankly not sure why it doesn't fail.
