Description of problem:

in the ceph-container image, the ceph-mon daemon can't start because of following error due to an option not set correctly:

1. try to deploy a containerized monitor using tag ceph-4.0-rhel-8-containers-candidate-95735-20200121151520

Actual results:
ceph-mon doesn't start

Expected results:
ceph-mon start properly

Tried installing containerized cluster using 
ceph-ansible-4.0.10-1.el7cp.noarch
cockpit-ceph-installer-1.0-0.el7cp.noarch
ceph-4.0-rhel-8-containers-candidate-47210-20200121204412

Working fine, moving to verified state
