We need to find a way of decentralizing OVN LB traffic when member and LB has FIP assigned. For now we centralize member FIP with cleaning external_mac/logical_port fields.

I don't think we can resolve this issue. If a LB VIP has FIP, then the traffic from North -> South needs
to be load balanced and unless it is centralized on gateway node, we cannnot do load balancing.

I will set to won't fix now. Feel free to reopen the BZ if we need to address this.
