Description of problem:
This is a follow-up BZ from 1710548

To enable log to file in containerized scenario users need to set log_to_file and mon_cluster_log_to_file to true
This needs to be done by default as per the expectations in 1710548

Steps to Reproduce:
1. Configure containerized cluster and check for daemon logs 

Actual results:
User needs to enable log_to_file for each and every daemon one by one manually

Expected results:
log_to_file needs to be true based on expectation in BZ 1710548
