We actually decided to turn off all Python support in saslwrapper in bug 1738175, so it should be neither checking for Python nor finding it in the buildroot, but maybe I messed that up somehow...
This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle. Changing version to 32.
