default osp15 to ceph4, not ceph4 beta containers

The following needs to be updated to remove "-beta":

$ tail -5 container-images/container_image_prepare_defaults.yaml 
      # Container image name components for Ceph images.
      # Only used if Ceph is deployed.
      ceph_namespace: registry.redhat.io/rhceph-beta
      ceph_image: rhceph-4-rhel8
      ceph_tag: latest
$ git branch
