Description of problem:
In stable/queens branch, roles/Networker.yaml doesn't have OS::TripleO::Services::Sshd.

Because of that, Networker nodes sshd_config is different from controller/compute nodes.


This is fixed at https://review.opendev.org/#/c/638852/.

Current T-H-T in stable/queens

How reproducible:
Always

Steps to Reproduce:
1. Deploy overcloud with networker nodes.
2. Check sshd_config in networker nodes.
3.

Actual results:
Networker nodes have a RHEL default configuration of sshd_config.

Expected results:
Networker nodes have the same sshd_config in controller/compute nodes.
