Description of problem:
Seeing server hang on rhts-sync block operation (socket recv call) while client is rebooting. 

In the job referenced below, the machines of interest are as follows:
Hung server was wsfd-netdev54.ntdv.lab.eng.bos.redhat.com
Client waiting for is dhcp19-189-55.ntdv.lab.eng.bos.redhat.com

How reproducible:
As developer, I was not able to reproduce though customer could 100% of the time.


Steps to Reproduce:
1. Sample job https://beaker.engineering.redhat.com/jobs/4038459 which had to be cancelled since we pushed out beaker watchdog timers.
