OSP16 | Rsyslog | When deploying rsyslog without SSL ,empty certificates files are being included in the generated rsyslog conf file.

That's the reason the rsyslog won't work when not using certificates.

Verified. TLS not mentioned in the conf file when deploying without SSL.
