Description of problem:

We're seeing increasing failures on baremetal due to time outs. I previously wrote up the various time outs in another issue: #2231 (comment)

Most of what we're seeing lately is in the 3rd timeout on the cluster coming up.

It may be specific to the baremetal platform slowness (time it takes to download cached images, new ungzipping logic, etc), or something in general with openshift. We need to understand what's causing these time outs and see if we can fix them.

Because of this issue we are deploying with only master nodes,

The bug I've duped this of is only related to baremetal ipi platform, if this bug isn't being reported against bare metal IPI please re-open and attach the standard debugging data.
