This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle. Changing version to 32.
I've just removed the versioned requirements in https://bugzilla.redhat.com/show_bug.cgi?id=1799082 Can you retry on top of transifex-client-0.13.7-2.fc33 in rawhide? (Note that I'm not the maintainer, just somebody who has transifex-client in his development requirements)
