Ack for a quick unbreaking of `oc adm catalog build`. Simone, please specify where the follow-ups are tracked. I would ask redhat-operators to reject content that may break it. Also, we need ack from pm, not pgm.

I opened https://bugzilla.redhat.com/1800658 to ask for more resiliency in `oc adm catalog build` and https://bugzilla.redhat.com/show_bug.cgi?id=1800670 to preventing broken content to reach redhat-operators. currently I opened the second one on hosted services of quay.io but maybe that one should be handled (also?) at errata tool level.
Nelly Credi tells me that this is now ready to be tested from staging.
