Previously, time taken by the gluster-block management operations like create, delete and resize increased linearly with scale. With this enhancement, the time taken by the gluster-block management operations has improved and is constant at any scale.

Description of problem:

As mention in ticket https://bugzilla.redhat.com/show_bug.cgi?id=1787371 and https://bugzilla.redhat.com/show_bug.cgi?id=1790560, this ticket is to track the fix to improve timing for creation and deletion of gluster-block volumes, on the next releases of OCS 3.11.z
