Description of problem:
The actions menus for a resource should be the same no matter where the menu is surfaced. However the details page and topology actions for a knative Service provide a different set.

How reproducible:
Always 

Steps to Reproduce:
1. Go to Knative service details page and click on actions.
2. Go to Knative service list page and click on kebab menu of any list item.
3. Check the actions menu which is different from the one on topology. 

Actual results:
The details page and topology actions for a knative Service provide a different set.

Expected results:
Action menu should have same set of actions everywhere.
