Description of problem:
When trying to use the image here at [1] i see that the cluster pod does not come up and it is in ContainerCreating state, when debuged further with dev we see that the deployment template is generated incorrectly. it expects descheduler cm

How reproducible:
Always

Steps to Reproduce:
1. clone the github repo of descheduler operator
2. Run the command oc create -f manifests/.
3. Now change the image in the deployment in the descheduler-operator to docker.io/gofed/cluster-kube-descheduler-operator:f4227e9e9c51 and i see that the cluster pod is in containerCreating state due to deployment template generated incorrectly.
