eccodes failed to build from source in Fedora rawhide/f32

Please fix eccodes at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
eccodes will be orphaned. Before branching of Fedora 33,
eccodes will be retired, if it still fails to build.

upgraded to version 2.16.0 and fixed gfortran v.10 compatibility issue.
Build runs fine again now, see: https://koji.fedoraproject.org/koji/packageinfo?packageID=26539

Problem with gfortran v10 compatibility reported upstream at: https://jira.ecmwf.int/browse/SUP-3081
