rubygem-ci_reporter failed to build from source in Fedora rawhide/f32

Please fix rubygem-ci_reporter at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
rubygem-ci_reporter will be orphaned. Before branching of Fedora 33,
rubygem-ci_reporter will be retired, if it still fails to build.

rubyforge was retired due to the project being dead.
ci_reporter was a sub-project of rubyforge, and also has been dead for several years.
retiring rubygem-ci_reporter.

This bug appears to have been reported against 'rawhide' during the Fedora 32 development cycle.
Changing version to 32.
