Description of problem:
Series names do not appear on dashboard bar chart cards

Version-Release number of selected component (if applicable):
4.4

How reproducible:
100%

Steps to Reproduce:
1. Navigate to Monitoring > Dashboards
2. Select Cluster-total dashboards (or another dashboard with bar charts)

Actual results:
Data series have bar and value, but no label for the object with that value

Expected results:
Object labels should be displayed

Additional info:
An example of a correctly displaying bar chart title can be found by navigating to the details tab of a namespace (not a project) and scrolling to the bottom of the page
