Description of problem:
Currently cluster-etcd-operator relies on controller config for watching etcd discovery domain. It should instead use infrastructureLister.

How reproducible:
Enhancement.

Steps to Reproduce:
1. Install fresh 4.4 envs

Actual results:
cluster-etcd-operator and etcd should come up.


Expected results:
cluster-etcd-operator and etcd should come up.
