Description of problem:
On EPEL8, perl-Monitoring-Plugin can't be installed:

# dnf install perl-Monitoring-Plugin

I forgot to enable CodeReady Builder or PowerTools repository that is a prerequisite for the EPEL repository <https://fedoraproject.org/wiki/EPEL#How_can_I_use_these_extra_packages.3F>.
