Description of problem:
In normal situation, "rhel-7-server-rpms" repo is enabled automatically by default after attaching a valid RHEL subscription to a host so we shouldn't need to enable it manually. This is not the case when golden ticket is activated on the Satellite. Since host doesn't need to attach any subscription to consume any repository, the "rhel-7-server-rpms" repository is not enabled automatically after registering a host with an empty activation key.

Steps to Reproduce:
1. Create an empty activation key, disable the auto-attach.
2. Register a host using the activation key
3. List enabled repositories

Actual results:
No enabled repository is listed

Expected results:
rhel-7-server-rpms is enabled

Below is the workaround:
1) Create an empty activation key. Disable the Auto-Attach. Go to Repository-set tab -> Tick "Show All" -> Select the "Red Hat Enterprise Linux 7 Server (RPMs)" -> Click "Select Action" -> Click "Override to Enabled"
2) Register a host with the activation key

# subscription-manager register --org="redhat" --activationkey="golden-key"
The system has been registered with ID: <UUID>
The registered system name is: host.example.com

This is working as expected, as we do not enable default repos when in org_environment content access mode. You can override repo enablement details in the activation key and use for the registration in order see repos (of your choice)enabled when registering with activation key in org_environment content access mode.
