Hidden dropdown menu item

Description of problem:
When looking at the openshift console gui on any object page the bottom element "..." dropdown menu is partially covered by the bottom of the screen. Both "edit pod" and "delete pod" become unaccessible for the bottom elements. You can scroll down, but the window instantly pops back up so that you cannot select those buttons. Note that there must be enough objects to stack to the bottom of the page.

Version-Release number of selected component (if applicable):
Openshift cluster running on s390x, console running on x86. 
Found on multiple versions, the latest ocp version tested was 4.2.16.
I tried on both Firefox and Google Chrome browsers. Both show the same issue. I am using Fedora 30, a coworker tried on a Mac running firefox and did not have this issue.

How reproducible: 
I get this problem every time.


Steps to Reproduce (easiest way):
1. Go to pods menu in project space "all projects"
2. scroll to bottom of the page
3. Click the lowest object's "..." dropdown button.
4. Try to acess "Delete Pod" menu item, should be unreachable.

Additional info:
I haven't tried on an x86 cluster since I don't have console access to one.

Note that I do not see this behavior on OCP console 4.3 nightly builds. I still do have this problem on 4.2.z however.

This issue was addressed in 4.3.
