kernel 5.6.0-rc1 headers break building qemu in rawhide. Upstream has a patch here but it's not in kernel git yet. Please include this in the next rawhide kernel build, or poke upstream to apply it:

Fix is in kernel-headers-5.6.0-0.rc2.git2.1.fc33. If you need it in f32 as well I can do that, otherwise it'll be picked up on Monday during the rebase to rc3.
