the PDB should function well with certs we placed on disk for it.

Checked in 4.4.0-0.nightly-2020-03-22-214549 env:
$ oc get po -n openshift-etcd etcd-ip-10-0-55-253.us-east-2.compute.internal -o yaml > etcd.yaml
The init container does not shown error and it already copied the cert well.
