+++ This bug was initially created as a clone of Bug #1804751 +++

Description of problem:

The cluster-etcd-operator introduced guard budget controller to deal with MCO alert flakes on quorum guard. We fixed the alerts by fixing the certs needed by quorum guard, so the guard budget controller is no longer necessary
