Description of problem:

Navigate to Insights -> Manage
Now again navigate to Insights -> Planner

The Web UI is missing all header footer and side navigation links

1. Navigate to Insights -> Manage
2. Now again Navigate to Insights -> Planner

The page doesn't load fully

Expected results:
The page should load fully along with Naviagation links
