Wouldn't it be way better to configure the cloud to use isolated metadata? At least, it would be good to suggest this:

ironic-overcloud/network-environment.yaml:  NeutronEnableIsolatedMetadata: 'True'

That way, there'd be no need for a "fake" vrouter
