Glance Ceph backend doesn't support QCOW2 images and we need to convert them to RAW in advance. This can be achieved by using Image Import mechanism, which is available since OSP13 https://docs.openstack.org/api-ref/image/v2/#interoperable-image-import

This solution will allows us to automatically convert base QCOW2 images to RAW format for Ceph backends on the server side.
