Description of problem:

We need the capability to use a single SR-IOV capable NIC to be used for a number of purposes:
 * regular kernel interfaces(netdev) for CNI
 * split a NIC between dpdk and netdev
 * Macvlan master interfaces
 * Group SR-IOV VFs from one NIC to different resource pools

this feature has been tested and verified
