This bug was initially created as a copy of Bug #1784406

I am copying this bug because: 
Tracking bug for service catalog tests in 4.4 and 4.3. There *is* not service catalog in 4.5. The testing for this in 4.5 is verify there is no service catalog and no service brokers.
