In RDO and Ceph upstream CI we're testing Ceph Nautilus container images built on CentOS 7 images.

We should have CentOS 8 based Ceph Nautilus container images.

Note that Ceph Nautilus for el8 was built in CentOS [1] but we're building containers using the packages coming from download.ceph.com
