Description of problem:

Recently, we've seen some failures in migration check, such as VM already existing in destination. While it's normal to perform checks before transferring disks, the problem is that the state file doesn't exist at that moment and this prevents reporting errors outside of logs. It would be great that a validation is done in two phases, so that the state file can be created really early.

The change is included in v2v-conversion-host v1.16.1
