Description of problem:
WSU failure:

                	            	TASK [Copy kube-proxy to C:\k] *************************************************

Steps to Reproduce:
1. Run the WSU e2e test suite multiple times against the same VMs

Actual results:
WSU fails on kubeproxy copy on the VM that downloaded WMCB

Expected results:
WSU succeeds

Additional info:
This is happening because kube-proxy is in use. This is fixed by moving the `Ensure kube-proxy Windows Service is not running` to execute before the `Copy kube-proxy to C:\k` task.

This bug has been verified and passed on 4.5.0-0.nightly-2020-03-22-224936, thanks.
