Description of problem:
In a ROKS cluster, the cluster machine approver is not deployed, therefore the alert that says that it's down should not be firing.

Expected behavior:
ClusterMachineApproverDown does not fire.

Actual behavior:
ClusterMachineApproverDown is firing.

On OCP cluster, the alert ClusterMachineApproverDown can successfully fire when machine approver is down.
