Description of problem:
The content view filters in  6.7 does not have an option to include all the module streams with no errata. This means customers who want to get the bare minimum RHEL 8 and keep incrementing the errata on a periodic basis will have to run through some hoops. 
To simulate the module streams with no errata. They would need to do something like create an errata excludes filter which excludes all errata after issued start date of May 07, 2019. Alternatively include all errata before the end date of May 07, 2019.

The more ideal fix would be either
1) Create a new checkbox in the module stream filter page similar to what we have for package filters
OR
2) Assume that if the user checks "include all rpms with no errata" they want the same behaviour for module stream.

2 I think will be the more common case.
