Description of problem:
The mode of an existing bond fails to change to mode balance-tlb 5 or mode balance-alb or 6.

How reproducible:
100%

Steps to Reproduce:
1. Create a bond in mode 1/2/3 or 4
2. Change mode of the bond to 5 or 6

Actual results:
Bond mode cannot be changed

Expected results:
Bond mode cannot changed

expected target mile stone is 4.4.4

The underlying bug got an exception to get into 8.2.0, because there was another issue detected which was fixed by the same code change.
For this reason RHV will not have this known issue.
