Description of problem:

In RHV Metric Store 4.3.8, I specified static IP in "/etc/ovirt-engine-metrics/config.yml.d/metrics-store-config.yml" 

It failed to give the static ip to the installer vm

Then I added "nic_boot_protocol: static" in the configuration file and ran the playbook again, it still failed to give the static IP to the installer vm. 

Before the playbook times out, I manually logged in the vm and set the static IP to the installer vm.

RHVM 4.3.8 


How reproducible:

When performing the installation of Metric Store, choose to configure the vms with static ip. 
 
Actual results:

The installer vm will not take the static ip. 


Expected results:

The installer vm should take the static ip. 

Additional info:

The master vm does take the static ip, while installer vm does not.
