PyQt4 , PyQt4-devel python2 support was removed in f32+, please add Obsoletes here, something like:

Obsoletes: PyQt4 < 4.12.3-50
Obsoletes: PyQt4-assistant < 4.12.3-50
Obsoletes: PyQt4-devel < 4.12.3-50
Obsoletes: PyQt4-webkit < 4.12.3-50

$ repoquery --repo={fedora,updates{,-testing}} --releasever 32 --latest=1 --obsoletes fedora-obsolete-packages | grep PyQt4
PyQt4 < 4.12.3-8
PyQt4-webkit < 4.12.3-8

Will update the versions and add assistant and devel.
