Description of problem:

Virt-who Configurations page "Help"  button should point to documentation 

Version-Release number of selected component (if applicable):
satellite-6.7.0-5.beta.el7sat.noarch

How reproducible:
New installation of 6.7 Beta

Steps to Reproduce:
1. Login in Red Hat satellite WebUI  
2. Visit to Infrastructure --> Virt-who Configurations
3. Click on "Create Config", It will open a New Virt-who Config page to submit the details. 
4. However, if you click on "Help" It will also open a New Virt-who Config page 

Actual results:

Help button opens a new config dialog page, whereas we already have "Create Config" option available on the page

Expected results:
Help option it should point to documentation

Upon review of our valid but aging backlog the Satellite Team has concluded that this Bugzilla does not meet the criteria for a resolution in the near term, and are planning to close in a month.
