One of the methods for controlling node placement in OSP 16 is to use scheduler hints. We don't seem to cover this in the director guide but it is documented upstream at https://docs.openstack.org/project-deploy-guide/tripleo-docs/latest/provisioning/node_placement.html.

Issue reporter was not able to deploy an overcloud without scheduler hints for node placement.

I have closed this bug as it has been waiting for more info for at least 4 weeks. 
We only do this to ensure that we don't accumulate stale bugs which can't be addressed.
