This bug was initially created as a copy of Bug #1680368 

I am copying this bug because:

The behavior is extremely similar but:

  - They are not using a single Host setup.

  - VM creation from template works fine from web UI, only reproducible when using ansible playbook.

  - communication to SPM's vdsm at the time of VM creation is working fine.
