Description of problem:
Fedora moved to Weblate: 
https://fedoraproject.org/wiki/Releases/32/ChangeSet#Translation_platform_migration_to_Weblate

Version-Release number of selected component (if applicable):
dnf-4.2.19-1.fc32

How reproducible:
Always

Steps to Reproduce:
1. Open RPM package, look at translation file see last update date

Actual results:
For fr.po:
  POT-Creation-Date: 2019-11-03 20:23-0500\n
  X-Generator: Zanata 4.6.2\n

Expected results:
POT-Creation-Date: >= 2020-11-03 20:23-0500
X-Generator: Weblate 3.11.2\n

Additional info:
This may be because the resolution of #1787204 is recent, but I prefer to make sure

PR https://github.com/rpm-software-management/dnf/pull/1604 updates `make gettext-update` command to work with weblate dnf-l10n repo instead of zanata.

This bug appears to have been reported against 'rawhide' during the Fedora 33 development cycle.
Changing version to 33.
