Description of problem:

When cluster failed to install, after ignition swift container is deleted, and before other objects are created, metadata.json is not created, and cluster deletion fails.

Bug does not affect 4.4; retargeting to 4.5 to then backport to 4.3.

Not affecting functionality; severity reduced.
