Description of problem:
This all happens with puddle RHOS_TRUNK-16.0-RHEL-8-20200311.n.1 where the creation of keystone endpoints/domains/whatnot has been moved to the undercloud.

The problem is that those steps require that overcloud.redhat.local is resolvable on the undercloud otherwise they will fail on a tls-everywhere setup.
