Description of problem:
Seen a lot of instances on error related to 'Failed to allocate network(s)' problem which is related to networks with a large number of ports that are syncing with neutron server.

If a new DHCP port is getting created it's queued up and it takes more than 300 secs to be processed resulting on nova failing to attach the interface.

Red Hat OpenStack Platform - 13 (RHOSP-13)

How reproducible:
The problem occurs under heavier load

Additional info:
An upstream patch https://review.opendev.org/#/c/709824/ seem to address this issue.

Please note that linked review is still marked as in progress in master development - we will push to make progress on it, working on backport for queens/OSP13 will only be possible after that
