Description of problem:

When upgrading from RHV 4.3.8 to RHV 4.3.9, engine upgrade fails.

Steps to Reproduce:
-------------------
1. Install RHV 4.3.8 based hosted-engine setup
2. Add 3 hosts and run 4-5 VMs
3. Add the latest RHV 4.3.9 repos ( from bob server ) and try to upgrade the engine

Actual results:
---------------
engine upgrade fails at 'engine-setup'

Expected results:
----------------
Engine upgrade should be successful

The dependent oVirt bug is fixed and moved to ON_QA

Tested with the upgrade from RHV 4.3.8 to RHV 4.3.9-7 build.
Upgrade was successful with no errors

Steps involve:
1. Creating a 3 node hyperconverged & self-hosted-engine setup
2. Create few application VMs ( 10 in number in the actual test case ) and start kernel untar workload on all of these VMs
3. Upgrade the engine.
Engine upgrade was successful

RHV 4.3.9 GA has happened on 02-April-2020 and closing this bug
