Previous to 4.5, openshift/kubernetes carried a commit [1] that ensured the secret containing openstack configuration data would be read via an informer rather than a client call. This commit has been dropped from 4.5 with the expectation that a fix be proposed that does not involve a perpetual downstream carry.
