Verified with the foloowing OCP 4.4 build, 

$ oc get clusterversion
NAME      VERSION                             AVAILABLE   PROGRESSING   SINCE   STATUS
version   4.4.0-0.nightly-2020-04-01-213929   True        False         118m    Cluster version is 4.4.0-0.nightly-2020-04-01-213929

Verification steps,
oc logs -n openshift-apiserver-operator deployment/openshift-apiserver-operator | grep -i 'ObserveStorageUpdated' 

Nothing found for above mentioned log.
