Customer looking at Subscription Watch sees their Subscription threshold field reported as zero.  There are 50 sockets of OpenShift licensing available according to their TAM.


Steps to Reproduce:
1. Look at the Subscriptions screen on https://cloud.redhat.com


Actual results:
CPU usage graph (with Sockets selected) should shows zero for the Subscription threshold value.


Expected results:
CPU usage graph (with Sockets selected) should show the correct number (50) for Subscription threshold value.

If it's something like a tracker bug where it doesn't matter, please set the severity to Low.
